Mp-o3 Anime Starscream, and best and worst places to preorder Tfs

When does the Anime varient of Mp Starscream come out? I have heard it is coming to the US and it is being made by Hasbro, but when's it coming?

I am VERY tempted to preoorder Mp-o6 Skywarp, and I am looking to try and cut the cost of getting him if I can.
What is the best places and worst places to order a Tf from? And why are they the best/worst?

I don't mind if he gets delayed a bit in delivery, if it costs less in buying him overall.
