I was just checking it out on mine. The only purpose it seems to serve is to give the suit's legs a slightly wider stance, which looks a bit more impressive than standing with them together.
This toy could have been really great if they had added more bulk and functionality to the limbs and and used a harder plastic rather than the soft, waxy material they ended up using. It feels like one of those generic boats or cars you find piled up at the bottom of the shelf in the grocery store toy section.

Agree on the plastic material used. Just too soft but would have been an even awesome fig (really like his faceplate/head design)

One the one hand, the Prime design made it more appealing to kids. On the other hand, judging by the stacks of these in every store, there's no way it could have sold any worse than it is.
