Do you have a firearms permit? Does the seller you are trying to purchase MP04 from have a firearms permit in Australia?
If the answer to either of these questions is no, then you may want to hold your horses on trying to buy Megatron.
Australian Customs decided that MP04 Megatron was a menace to Australia, and detained as many of them as they possibly could (probably letting in hundreds of shipments of actual weapons and drugs).
I believe transfiguretoys may have gotten a shipment or two in, and others managed to get theirs, either through knowing the right people, or sheer dumb luck. Hopefully Burn or someone who actually got their MP04 will be able to tell you the best place to get one online.

Yes it is said you do need consent to get him in the country but Transfigure toys did all that themselves so I didn't have to any of that. They're sold out at the moment but it has been said they are getting another shipment soon. IMO it's best to wait than have $160 go down the toilet. Be best to get in contact with Transfigure toys.
Some shipments of MP-Megs have been stopped by customs. Notably a shipment of 50 being picked up by customs around March.

So customs is the problem? What about getting one posted from interstate? (ie, it's already in the country and it's going through Aus Post). Would this be legal (seeing as the figure is already in the country)???

Totally. I had to have Megatron shipped from Victoria to Queensland when it did come into the country. So that's all fine.
