hmm... there's not much any rendition (that I know) of Dracula can do to a being capable of creating and containing a small star the size of a golf ball in his hand.
(ie. the wielder of the power cosmic would win no matter how dumb he is depicted in this fight. There is only so long Surfer can ignore his own cosmic awareness)
