Goku could win easily. Actually, anyone in DBZ could.

Light Yagami could, if he figured out Flash's identity and what he looks like without his mask. (And let's be honest, Wally is certainly not as clever as L)

Well, let's change that to any Shonen Jump character.

Uh, while we're at it, we might as well include Sunrise.

Unless this is Cartoon flash no one in DBZ stands a chance. He's much, much faster than them. He could hit them with with thousands of infinite mass punches, drain their kinetic energy or throw them into the speed force before they can react.

Light Yagami could, if he figured out Flash's identity and what he looks like without his mask. (And let's be honest, Wally is certainly not as clever as L)

Before or after he's kicked in the nuts at the speed of light?

Still Anime wins, numbers and all that.
