Nope he doesn't transform, but we know there's a Deluxe Sized Skorponok figure that does transform, so that should make u for it.
In any case, i'm not to fond of Helicopter TF's but this one has got me intrigued.
Although I think he should have been leader class.

hmm i was under the impression skorpy was a stand alone char in the movie. Given his size in the movie trailer im not seeing how he is a minion

So far he is the Only Con I am considering buying, and even then I am not sure as the Robot mode is ordinary.
His Bio sure sounds similar to G1 Soundwave, and I thought that Bonecrusher and Megatron both would have been bigger than Blackout, but they aint.

I'm agreeing that the profile really does sound like it used to belong to Soundwave - (even that emp/sonic wave ability he has could fit with sound wave - geddit?) - but in that case, i'm wondering what kind of profile they will give Soundwave when he eventually appears in the sequel. Also, with talk of Shockwave appearing, and Megatron's profile seemingly more like ol one eye, we can only guess at what kind of personality shocky will have!!!

You know, the bigger box thing does not work well for me in the aspect of having too much extra space. It is too bad that Hasbro is not going back to the G1 boxes that seemed to actually fit the size of the Transformer inside. Another Transformer comes to mind like this- Classics Optimus Prime. His truck mode was way to small for the box he was in.
