The non-Leader class toy could be an accessory kit like City Commander. That way it could be more movie accurate and could be priced lower than a Leader class toy.
But that would be even worse and nonsensical than what they did with Devastator!
Yeah, I know! But...it's the only way I can think of to resolve the design issues with Leader Jetfire. There's just no way you can make it do its current job without the compromises we see in the toy. A dedicated standalone Leader Jetfire that isn't made to serve as a support frame and combine with Leader Optimus Prime can satisfy fans who'd like a robot mode and alt mode that is less cumbersome and more movie accurate.
A "Jetfire Parts" accessory kit could also provide more movie accuracy for Jet Optimus mode. If it was priced reasonably and of good quality then I would be fine with such a product strategy. Similar to the Aerial Team Appendage kit and the various Commander kits, I can see such an add on, an official one at that, being worthwhile for both collectors who want more accuracy as well as those with a tighter budget if they want an alternative to purchasing two Leader class figures.
The current setup with the two available Leader class toys results in this:

An accessory kit could make this:

possible in toy form.
