Same reason anyone would want figures of Super Saiyans: Because Burning Convoy (in the short time he appeared) was epic.

Aw, no golden chest flame for the beast mode. He had it in the movie, even.

I know it's supposed to be that way, but I find the blue of the blue helmet to be jarring. It would be a much nicer looking figure if the helmet was red.

Thanks to an unexpected source in the form of Previews World, we now have some new stock photos for the recently announced MP-38+ Burning Convoy!

Burning Convoy is a redeco of the MP-32 mold in a garish translucent red in homage to the original Burning Convoy toy, based on the color Optimus Primal AKA Beast Convoy took when he and Lio Convoy united to defeat Majin Zarak in the Beast Wars II Movie. This redeco is the MP-32 repaint since it does not come with the Mutant Mask that MP-38 did.
