So he is a duplicate. But two questions arise from this.
1. Is he the same person as this guy?
2. When does this story take place? During the post-G2 story covered by most of the other e-Hobby manga? Or at some earlier point?

1) Possibly. The comic does seem to be a scene from the story in the wiki. But there are only so many ways to do the "suddenly, my evil clone!" There really doesn't seen to be a direct link evident so he doesn't have to be. Me? I'd go with a Quintessons story for my own personal canon.
2) In all the post-G2 eHobby stuff I've seen, Optimus still has the Matrix so I'd say earlier.

Man, that artist is so awesome it hurts. And I won't buy MP's anymore, this one, however, is also painfully beautifull.
