Taken from the interview:
ORCI: We want to follow some of our lead characters which we thought were so successful. Shia's character; where is he two years later? His girlfriend, where is she two years later? But for fans, I guess I'll address this more for the fans, because I think if you didn't know Transformers at all and you came in and you liked the first movie, you'll like the second one. However, some of the die hard fans, which we were a member of that group, felt, well, maybe it's a little light. Maybe it wasn't science fictiony enough. And I think the second one will deliver on a true Transformers story. You know, the first one, we had a limited budget for what it was. Every second of Transformer time is a million dollars or whatever the heck it is, so this time, because we were able to prove through the whole thing that it's a viable live-action movie, we have a little more freedom this time to actually learn about the Transformers, see them, hear them. It's a better balance between the humans and the Transformers.
Q: Is there one particular Transformer, good or bad, that you absolutely had to get into the sequel?
ORCI: Yes.
Q: You're not gonna tell us.
ORCI: I'll tell you. We had to get Soundwave in there.

Q: Transformers is beloved by a lot of people, but it's kind of a kitschy property in the minds of some people. Star Trek is the holy grail. How big a responsibility was it taking that on?
Well, a lot of TF fans think ST is kitschy too...
Star Trek is the hold grail only because there has yet to be one done right in my opinion. I don't know about it being the grail, I would say if there was a next Star Wars movie that would be the holy grail.
And until Star Trek beats TF numbers in sales, I'm sticking with TFs.

if not it seems that way and i dont think i have ever had a convo with any one telling me i how great it was. i hate hollywood and what they do with things that could be a great movie i do think a quinton directed transformers would rock it would not be great but better than transformers peeing on people and stumbling into powerlines.

Frank Welker for Soundwave!!!
Yes he can't do Megatron anymore but if he can still do his monotone Dr. Claw voice and they do the proper amplificaitons to make it like the Soundwave voice, it should be fine. Yes, anyone can pull off the Dr. Claw voice, but try doing it wihtout making any tones. It's not that easy.

Not so much with the news about Soundwave, as I'm very cautiously optimistic about how they'll "do" him.
I'm happy about the promise of more TF screentime!

It has been about a year now since TF:1 and in trying to nail down what made it not "stick to my spark" I have finally come to a conclusion. I feel no emotional investment in the TFs. There was way too much human character developement, some for squishies we won't even see in sequels or didn't even need to be there. On the other side, I felt almost no character development at all for any of the Transformers. For all the fancy, intricate physical design that went in to the movie-verse TFs, they came out as very flat. I don't feel like I got to know them at all.
Looks like things will change!

Actually, if they DO use a vocoder, Frank may reprise his role as not only Soundwave, but Soundwave's cassetes ( he voiced all of them. Seriously! http://transformers.wikia.com/wiki/Frank_Welker ), and maybe even take back his almighty post of the voice of Megatron/Galvatron! (Megs HAS to be revived as either of 'em somehow, and who says that, movie wise, Meg's voice couldn't have been aged/damaged, as per Bay's comment on NOT using Welker in the first movie?).

What about Soundwave being a Balkan MK6 Audio Surveillance Van. I think it would help support the notion of his character. There was a very cool-looking piece of movie Soundwave fan art of him as a Balkan Mk6 circulating its way around the world wide web. I don't know where it is, and I probably wouldn't have permission to post it.

Yeah, but his voice actor used a vocoder for him in Cybertron (read about it, checked it out in some 10 sec clip of him talking to sideways and hated it, but it was a vocoder I believe), plus he had everything else on my list.

1. What about a SWAT van? It's big, oversized, and could hold any minions given to Soundwave in the movie if Bay is still fixed on that 'no size changing' crud (he actually violated that in the first film when frenzy's head turns into the cellphone)
2. It's Soundwave, he's the original "minions from body" decepticon. Plus Frenzy and Blackout are "dead" and chances of returning are low for them I think.
