According to Ultraprime at TFormers.com he has found the TF Universe Micromaster Constructicons at his local KB Toys. So check a local KB near you, you might find them.

"Today (10/13/04) as I went to check out the KB toys at the Southcenter Mall in Tukwila, I went to the action figure section and sitting there on the pegs were the new Universe Constructicons Micromaster figures that make up the Micromaster Devastator. I asked the clerk when they came out, and she said it just got put out and that each box contained 2 full sets."
