Kind of both, actually. Initially, the series will recount the events of "Transform and Roll Out", but from the perspectives of characters that weren't featured much in that episode-- IE: we'll see more of what the Decepticons were up to and such (as the preview page featuring Blackarachnia indicates).
It all fits into the show's continuity, and it's written by Marty Isenberg himself.

I'm a sucker for these supplemental stories!
Not that TF: A hasn't been blowing us away, but it's good to expand the universe in comic form. I can't wait to see how the comic and the cartoon will feed off of each other. TF:A has been stellar so far in referencing other parts of the multi-verse. How awesome will it be to watch the show and say, "Hey, I know that from the comic!"
