Yes, that's Cyclonus.
The team features Grindcore and Kup too, because it's set in Simon Furman's continuity, as it was depicted in Spotlight: Optimus Prime, Spotlight: Cyclonus, Spotlight: Galvatron and other Revelation/Devastation books.

I love the art in this one, it's like the perfect combination between animated, spotlight and movie-verse styles.
