Yes. To me it feels like Hasbro abandoned what made the line unique and turned them into a generic action figure line with transforming weapons and such. I always felt that Hasbro really didn't know what they were doing with the toy line during this time so it seems like they wanted to latch on to the latest trends and came up with toys that would fit in with other popular toy brands such as He Man figures (Pretenders); MicroMachines; (Micromasters) and other action figure lines of the day (Action Masters).

When I saw Action Masters as a kid, I was a little weirded by Transformers that didn't transform. But, they were definately no more silly than Pretenders, and that worked (kinda). For me it was the idea of pre-existing characters like Jazz and Prowl not transforming that didn't appeal - new characters like Skyfall or Axer didn't hold the same attachment, and I bought a couple.

Action Masters was also the first opportunity us English got at owning a Shockwave, too.

Lets not forget the parents in this discussion - when a kid wants Jazz, most parents don't really know the difference. If "Classic Heros G1" Jazz is on the shelf at £10-ish and Action Master Jazz is about £5 - guess which most parents end up buying. ;)

the accesories mean a bit more on Action masters than traditional TFs, So if you've got your sights on one that's got his stuff, it adds a good bit more play value than just the figure alone.

Really though, as has been said it's up to your taste. If you really like Skyfall, who has no other toy, the Action Master is a requirement.

Like CP I'm more about the toys than the media. That said I've ended up owning several Action Masters over the years if only by accretion and boredom. They make for a nice display and are fairly size consistent as long as you ignore Devastator.

Nowadays though, the fact that their posability and screen-accuracy are rivaled by figures that actually do transform makes them pretty much worthless.

That said, the star of my collection may be the only custom I own; a duplicate Bumblebee that a friend turned into an evil purple 'Bee.

Action Master Megatron was the first version of Megatron I had ever owned. I was happy to have him lead his Action Master Decepticons into battle when I was a kid. I think Optimus Prime's Action Master set sums up the best of the line. If you're able to get him and maybe some of the other ones that have a vehicle (such as Megatron, Starscream, Gutcruncher, Wheeljack, Prowl, Axer, etc.), it definitely adds to the fun factor. Plus any other figures that you get can interact with the vehicles/playsets from the larger Action Master price points.

If you're on the fence about Skyfall, I'd recommend getting him. Maybe a Seibertron.com gallery of him would put you over the top, hm? Worst case scenario ... you buy one, don't like it, then resell it. Just make sure you get a complete one with his gun and Action Master partner or else all you have is just a GiJoe toy. Without the accessories, Action Masters aren't all that great at mastering action.

The best Action Master(s) would have to be the 2 big uns, Optimus Prime and Megatron. They come with huge vehicles that all the other Action Masters can interact with, and it doesn't hurt that they're the leaders. I personally own a complete Action Master Prime, I love it. I just don't go looking for Action Masters with all the new generations/RTS/what-ever-the-eff-they're-called-now TFs...

I've never owned any action masters but what i've seen and read about them, they do a good job of being cartoon accurate and they are poseable. That is the attraction. That was something you didn't get with the TF's back then that did transform. I think you would enjoy having the one you're looking for at least. I know I absolutely love my Revoltech TF's because they look accurate and are super poseable. The fact that they don't transform doesn't bother me at all because they can be displayed with very cool poses, and they look great. So i would assume people who aren't fans of action masters probably don't care for Revoltech either. But it's all just individual opinion and desire.
