I'd say the former since, unlike Groove (who we can be sure was all Takara's idea), when Takara first showed their UW version of Sling, its head was already done rather than still in the unpainted gray prototype stage. This tells me that it was developed around the same time as the heads of the other Aerialbots rather than later, strongly suggesting that the headsculpts of Quickslinger and Brake-Neck were pretooled by Hasbro rather than later developments initiated by Takara.
