I will admit that the head spinning gimmick was worryingly tight out of the box, to the point where I couldn't get it to work. But after disassembling the head, moving everything around, reassembling the head, and moving things more... well, everything loosened up. Of course, I am pretty much just going to be leaving it on the default "G1" head, so it wouldn't have been too bothersome if it had remained stuck.
I do worry about the nosecone a bit... But for now it seems to be holing on well enough. It is a shame that Hasbro used soft plastic on this figure (which is what also, I think, caused the problem I had with the face gimmick), but overall I am glad to own this figure.

Yeah it sucks that I had to fix it. It wasn't a big deal. It's a hell of a figure for the price. We've had a lot worse so quit whining.

So based on the mixed feedback it sounds like a crapshoot. You either find one that only suffers the shoulders issue or one with a series of freakin issues.

That seems to be the situation, it's a QC roll of the dice. I've heard that the head rotating gimmick doesn't work on some, but on mine it works perfectly.

The right shoulder is loose but not too bad. The left shoulder is really loose. So I opened his chest like many people did and trimmed out the plastics. After few tries, Right shoulder is perfectly tight but left is still somewhat loose. Since don't really want to trim out more plastics, I added a little piece of plastic on the peg and that solved the problem.
Then to the head. The nose cone seems to fit fine so I'm not too worry about it now. The face rotating is very stiff and difficult but I'm also not too worry about this feature since I will pretty much just use his default G1 face, pretending the other two faces never exist. Eventually might come back and fix this when I have more time. But now he is back in the box and wait for his turn to be truly and officially "opened".

If they put it back out on the shelves and take the note out of the packaging, then it's not on me. I'm assuming the toy is returned to Hasbro somehow for credit as damaged goods or whatever. At least that's what I'm hoping happens to figures that have flaws.

That's how it should work. When I worked for Best Buy, any time a customer returned an item as defective (especially a small item, such as a cable or spindle of blank CDs etc.), we just taped it up with our 'Best Buy' packaging tape, put a special tag on it that basically meant 'don't put this on the shelf for sale', tossed it in a large box with other such returned items and eventually shipped the box out to be returned for credit (though some items were destroyed as they were un-returnable I guess).
With larger items, such as TVs and PCs, the tech guys (GeekSquad) would test them, and if they found them not to be defective or if they were able to repair them, we'd put them out on the sales floor as open-box items with a marked down price.

Whoah. Props to you, then. Having seen some horror stories living on WalMart shelves, I can certainly say the local WM's don't. Dunno about the local BB's, but they are definitely honest with their customers about performance, etc - including how bad Windows 8 is if you appear to be able to ask the right questions.
