The lore exists! I love quoting comics, or in this case - annuals!
The fantastic text story "State Games" from the 86 UK annual names Starscream as "figurehead of the controlling dictators of Vos, who used their not inconsiderable fuel stocks to create and maintain vast armies". The story is set in pre-war Cybertron, listing Megatron as a citizen of Tarn, second-largest city behind Iacon, with Shockwave named as Tarn's "military ruler" with similar policies to Vos.
I wonder who else were "controlling dictators". The other seekers maybe?? So Star' was a leader going way back wheyun, and along with Shockers rebelled when this upstart Megatron came from being a gladiatorial athlete to suddenly commanding a full-on Decepticon army. Damned commoners, tchoh!
In the story, Vos try to start a war between Iacon and Tarn so that they destroy each other, ready for the Vos army to pick up the pieces and be the strongest state in all Cybertron. However, it back-fires and Tarn declares war on Vos instead. Sounds so... Starscream, doesn't it?!
The depth this text story adds to the whole TF cast is brilliant, I'd love to see this old storyline played with a bit more.
So that answers it eh? Starscream's just a bit miffed that this brutish Russell Crowe-type is suddenly the general, in some savage reversal. He's the leader?? It'd be like Carl Lewis suddenly bossing Obama around... but he'd have the support of the masses...
