I've never heard of anything that would indicate Hasbro wasn't allowed to sell Scrapheap in the global markets.

Maybe I am wrong but I have never seen Hasbro release anything e-hobby has done.
I could see them maybe selling a repaint with a similar paint scheme though to get their monies worth out of the mold though.
