Just browsing ebay for cheap deals when i discovered him. He is coming from Singapore, but it would just be in other languages.

You're missing the point: he's packaged in robot mode, while the standard is vehicle mode until HFTD. It's more like a US packaging variant, as the "tm" above the name is present, which is missing on EU multi-language packaging.

Ah, with you. You mean a bit like the Ice Cream twins spotted a while back?
Interestingly I spooted a Nebular Starscream in like packaging at AA2010, can't seem to find a pic anywhere tho',
