It might have been to save money...in a sense. Frank Welker is a very talented VA, & from what I hear gets paid well for doing it. He was going to cost them so much they might as well have used a celebrity for the name recognition.

That's what I've heard, anyway. The only thing that undermines the whole celebrity thing, though, is the fact that they never advertised or credited Weaving as being Megatron's voice on commercials, posters, & pretty much anything other then the movie itself.
