How come the return of Convoy has never been aired?

I know that Star Convoy, the resurrected Convoy (Optimus Prime), is in a couple stories in the Japanese Magazine story line. A while ago, I have seen a cartoon recording of Star Convoy, Grimlock, and Micro Master Hot Rod aired on commercials.
How come Hot Rod and Convoy is only confined to commercials and TV magazine story line? Is it all they can afford to do?

there was never any animated material featuring Star Convoy or any Return of Convoy/Battlestars fiction. There is only one comic issue and several story pages, but no cartoon exists.

I think it's primarily because the original G1 Transformers line was nearing an end. Its popularity had waned at that point. The brand was attempted to be resurrected with G2, which did kind of OK, and then life was miraculously brought back to life thanks to the Beast Wars. Transformers has continued to gain popularity ever since.
