First of all, tell his parents and yours!
With regards to Ebay, you probably don't have much recourse. It is the responsibility of the user to ensure that his or her account is secure, and therefore the account holder is accountable for any transactions, correspondence, etc. Perhaps you could try emailing Ebay Support and see if they have any advice?
Also, contact your credit card company to see if they can stop or refund the transaction.

I know that Paypal won't help you if the transaction came from within your household, and I'm guessing ebay is probably even less helpful.
Sounds like the credit card company is the best bet, failing that, squeeze the money out of your uncle and aunt. If need be, they could always sell all of his computer-related belongings.
Edit: My wife argues that, if you really wanted to go to extremes, you could report him to the police, especially if you can prove he did it.

How old is he? Maybe if you aren't able to get a refund, you can ask his parents to make him pay you back. Or if its a lot, they can just sell his computer and give you the money depending on how much the computer is worth. Then he has no computer, and his skills at hacking will grow rusty and then fade away. Or they just take away his computer for a whole year and he'll find some other form of entertainment like playing outside. Sorry, little punk kids that have no respect for other people just burn me up. I can't stand when kids behave badly, as it seems they are doing more and more these days. If I had a kid and he did something like that, he would get a severe punishment like having the computer taken away for a long while, so he only does it once, and dares not do it ever again.

Make him watch a marathon of "The View." And then have him arrested and Bubba will make him watch "The View."

Better yet.
Take his computer, his games, and sell it if its worth anything, if not then shove it up his butt, and warn him if he keeps hacking, then you will shve it up his peehole.

So I wasn't the only one thinking that then?
I'd go with Caelus' wife's idea, but I must admit I'm somewhat draconian when it comes to punishment.

This post makes no sense, given it has no context. And I assume that, even if it DID have context, it still wouldn't make sense.
Also, "LOL" is the best possible way to kill a good point.

If you want to up the irony a little bit you should have your cousin's parents make him sell his own stuff on ebay in order to pay you back! Have him sell his computer and game system for an amount that they deem fitting. (he would of course be monitored during the sale). Or if you really want to inflict pain, you should make him sell them on Ebay with a "buy it now" price of $1.00" per item and then, once the items have been sold, you should make him give you the money he owes you including the scrimpings he makes from selling his electronics!
Now THAT would be humiliating! I guarantee that if you do this to him. he will NEVER hack your account(s) again!

To the above post, depending a little on the age of this person, that idea is probably more likely to make him want to get revenge on you.
Though talking to his parents ,esp. if you have any proof is a good first step. Making him pay you back is good, not his parents ,him.

That post was just me being creative! But zorian is right. You should make sure "HE" pays you back! Make sure that he learns a valuable and nigh un-forgettable lesson from this!
