With the colouring of the 2nd one I think more people would say the 1st automatically. Plus the faceplate on the 2nd just isn't Optimus at all. I would say that the 2nd would be a good Wreck-Gar.

Yet I don't think the 1st is that good of an Optimus in design, it seems too sleek. It looks like Optimus Prime and Starscream had a love child. I much prefer the design of the 2nd.

Those pictures are very well done, I personally favour the first.

Mind sharing tips on what programs you're using to paint them, brushes, techniques? I've been itching to paint Transformers and mechs also but having little luck.

I like the design of the second one much better. If it had the red white and blue, it would definitely be the Optimus.

I think Optimus Prime, as a design rule, must have a pecs-and-abs/truck windshield and grille look/allegory/theme. Even Cybertron OP has some sort of look to that effect even though his transformation to robot mode leaves the front of the truck mode facing backwards. :-B

If the 2nd one has the same colour as the 1st one, definitely the 2nd one will be a lot alike. Colours alike is the 1st one, design will be the 2nd one

I'd be quick say the first one, but only because of the colors. The second one has a better robot mode IMO, especially since Optimus generally always turns into some kind of big red/blue truck (which IMO has always been the most appropriate basic alt-mode for him, Cybertronian or not).
