His wheels can rotate and you can move it.

Transforming

To transform, here are the steps.

1.Fold the arms out of the bottom.
2.Separate the front and push it down.
3.Move the top wheels up.
4.Push the head up.

Articulation

His head and neck can move back and forth, legs are free, arms on a ball joint, that's all.

Overall

Overall, I'd give it a 7.
It only gets there because of the design,transformation,and articulation.
