For speaker I just wanted a character that likely would not be a good fit for long speaches, hence Motormaster, BW Megs is the flip side of that going for a character that could give a great speach for hours.

I'm not sure why Scourge for Interior, but it felt like a fit to me.

...Cobra Comander as Secretary of the Interior? Hmmm, that Decepticon/Cobra Symbol all over the national preservations would be interesting, but he'd most likley tick off President Megs, as usual when the two clash mano-to-mano. What about Abomnius? If the Secretary of Interior involves wildlife preservation, what better decepticon to fill that role than the combiner who is mentaly an animal?
