Its taken out of sequence but the gist of it is how optimus has defeated megatron but someone else is leading the decepticons and he's trying to get to the bottom of it.
Its from GI Joe Vs Transformers - The Art Of War. The comics have got fantastic detail in them.

Ah. Ive never read any of the comics, apart from a couple of DW ones i downloaded.
