Huh? What's the senario? Is it a "what if Megatron died?" because then I vote Shockwave.
Even someone else quickly seized power, Shockwave would eventually become the true second leader of the Decepticons.

Seekers, they have the most structured leadership and have enough variation to pose the greatest threat.
