From the looks of it, it appears they are. Judging by the relative size of both when they stand near the rest of the G1 characters in the Marvel comic (Micromasters), and in the show (Beast Wars). In the comic, it is a little bit harder to tell, based on whoever was doing the artwork for any particular issue. I've also tried to take into account their size based on when they stand near modern humans in the comic, and the prehistoric humans in the show. They are both of course, larger then the humans, but not so much so that they seem like giants next to them, as is the case with all the other G1 characters.
This also got me to thinking: Why did it take the rest of the Transformers so long to downsize? In the comic, the Autobot Micromasters tell Optimus that a lot had changed since he left Cybertron and they had downsized their bodies in order to conserve energy. One would think that this example would have been followed on a larger scale by the rest of the Transformers, but it seems like it took another 300 years (the grest upgrade to Maximal and Predacon) for everyone else to catch onto the smaller, more energy efficient bodies. Thoughts?

The Micromasters could viewed as a first step towards the Great Upgrade, but that's it. The technology was experimental I believe, and long-term effects had yet to be determined. Remember the Nucleon fiasco?

I think the Beast Era bots are larger. The Micromasters were nearly human-sized. They could have passed for a very large human, whereas the Beast TFs were much larger than the primitive humans they encountered. Though it can be argued humans have also grown with evolution. (Yes, it IS real.)

Hmmm.
In the pilot of Beast Wars Cheetor is shown running with a pair of actual cheetahs--and he is the same size as them. Also, Tigatron is later shown to be the same size as the tiger his altmode is based on.
Based on this, I'd say that Cheetor was probably a little shorter than the average male human when he was transformed and Tigatron would probably stand a bit over most adults (maybe somewhere between 6 ft (2 m) and 7 ft (2.3 m)).
Using them as a reference, you can extrapolate the heights of the other Maximals in this picture

Maximals and Predacons are a fusion of Micromaster and Pretender tech. This was heavily implied in DW's MTMTE #8.
So I suppose that they'd be roughly the same size.

Why, Dreamwave even came up with their own alternative to "Theft of the Golden Disk" and "Dawn of Future's Past" that contradicts both and cannot be reconciled with either.
Though, for them to say that doesn't really make sense, considering how neither the Maximals nor the Predacons were animal-like prior to going back in time. They were fully robotic with Vehicular Modes beforehand and were still Maximals and Predacons then too. Why would they have any organic Pretender tech prior to needing Beast Modes?
