Hand to hand, Ra's would win. He's got more martial arts training, and the Joker relies on the dramatics to be victorious.

Ra's Al Ghul, he wouldn't play by the Joker's rules like Batman did.

This. Joker played with other peoples rules, and how he can bend them. Ra's would simply kill the Joker.

I reckon that the Joker would simply take it to the next level in order to defeat Ra's Al Ghul. The Joker always seems to be one step ahead of everybody...
