They were back on cybertron. Or just off screen. I look at them like a lot of the clonetrooper figures Hasbro is making for the SW line right now; they weren't in the movie, but they could have been. They're all probably concept art or something that hasbro made figures for before it was confirmed if they'd actually be in the film or not.

Arcee is in the preview comic.
Swindle and Dreadwing are in the TF game (maybe Payload and Dropkick too, but I just got the game yesterday)

From Botcon, it's been revealed that Wreckage and Arcee were almost in the movie. Their toys and Arcee's appearance in the comic are all we get, but I've seen Wreckage's alternate mode in the DS game and Arcee's alt mode is very similar to the bike Lennox uses in the final battle.
The Decepticon drones are mostly in the game only, although a Cybertronian Swindle and Dreadwing appear in the comics. Hard to miss the fact that the package clearly states Swindle is a game character!
The tow truck is somewhat based on the one Mikaela uses for Bumblebee, but not the exact model. Like the bike, it doesn't actually transform.
The repaints exist for the same reason all other repaints do - to maximize use of the molds - and are just homages to the G1 characters.
