Prowl is outclassed in a straight fight.

Doubledealer isn't primarily a warrior, though. He's a secret agent. He probably works closely with Prowl. It would be ridiculous for Prowl to try to hurt a valued agent. However, he might sometimes have to fake a fight, to convince Decepticons that Doubledealer is one of them. This would not lead to serious injuries or death.
