I had the same problem recently with a Beast Wars lot I brought from a seller in Canada. The seller threw the entire lot into a plastic shopping bag and put that in a beat up shipping box without any packing meterial. The lot arrived broken and most were missing parts which was not mentioned in the auction. I contacted the seller but he would not claim responsibility. So I took pictures and filed a claim with Ebay and Paypal, but that was no help. Paypal ruled in the seller's favor. So I just have to chuck it up as a lost cause. I've brought a lot of transformers from ebay fortunately most from decent sellers with a few bad eggs here and there, not enough to make me stay away tho. It's still a good place to get a good deal if you're lucky.

Too bad about those... I've generally had positive experiences with ebay. People usually pack the stuff well and the latest items I've gotten have been in excellent shape.
I guess the worst one was a while back I bought some Dinobots which were in the description in excellent condition including being "tight". Well, when I got them anywhere that a screw holds them together the guy had just tightened up the screws a lot, so that they barely moved. In all the places without screws they were loose as possible.
Overall, I was really disappointed with the quality compared to the full description, but technically the guy didn't lie so there wasn't much I could do.

I won an auction recently for a G1 Gnaw. I paid, and have been waiting for a week. I checked my eBay account today and found that the seller (who had over 100 feedback) is now no longer a registered eBay user and had four recent negatives for non-delivery.
PayPal dispute has been filed. I hope they can help.
For the most part, however, most sellers are honest and fair.
