Is there a specific type of paint I should use?
Any kind of brush?
Time to dry?
If I could paint the wheels on Knock Out, that's the deciding factor for me. Any help would be appreciated

Then apply it on Knockout's wheels sparingly in thin layers. Sunset and then Yriel.
To prevent paint from going anywhere else put tape on the tires.
Time to dry should be irrelevant.

In another word, hobby shop.
Yellow isn't exactly the color easy to cover on black plastic. You may can start with a layer or two of the base coat at white or light gray and then put yellow on.
