Technically he was created as A-3 it's possible that Alpha Trion was able to Transform but they just never showed his alt mode.

also in a vision to primal he was represented with a lion alt mode.
alpha trion was in the rebellion against the quints. that is prior to the bot/com war, when the art of transforming was created.
