I can't find this guy anywhere? Who is he. I'm thinking energon class?

That is an Insecticon from the Energon line. Scout class.

Looks like he's missing his sword and two of his legs.

Also, you want to fold those lower legs all the way down to make the transformation right.

Yeah, it's a mistransformed Engergon Insecticon. I think the same one was released in Universe packaging at discount stores (Family Dollar, etc.). Or maybe it was just leftover Energon stock. All I know is I got one at Family Dollar for $6 in 2007 or 2008.

I have that too. I didn't know what it was until about 2 or 3 years ago. Mine is missing the same legs. What a coincidence.
