Isn't that the point of having this issue as a stand alone instead of using up an issue of MTMTE or RID? I don't think they lost anything, it all flowed together very well while setting up what's to come. I think they did a marvelous job of blending character development and plot advancement given the page constraints, something that each book can sometimes dwell on a little too much in either direction.

I don't agree with this at all. He basically re-establishes contact between Cybertron and the Lost Light, and gets his new body at last.

This seems intentional, not out of place. We're meant to believe that Pax has been out of contact for about a year and a half or so, then the first group his little crew encounters is the biggest bunch of Misfit TFs (The crew of the Lost Light) and Starscream. Not exactly his comfort zone, so I appreciated the sometimes shifty dialogue and internal monologue.
