Many clocks don't have a third hand, and, depending on your vernacular, they don't have "hands" at all. Though, clocks inherently don't have hands for, or exist for, any inherent purpose, but are a construct of men, who make them to perform that task of "keeping time."

This is not a riddle. It is a philosophic question. The first hand is the hour hand, the second hand is the minute hand and the third hand is the second hand. Therefore, the third hand might have two jobs (telling how many seconds and being the second hand, telling the minutes as well)

it is a riddle, and it's either a bad one, or you told it wrong;
look at the first two words; Besides time.
your answer doesn't work; the third hand might have two jobs (telling how many seconds and being the second hand, telling the minutes as well)
both "jobs" are fairly related to time, thus not being accorandance with the criteria of the riddle.
