1.) That's one of those unexplained plotholes. A plausible explanation is that it really was Cybertronian, just translated for the convenience of the audience.
2.) "Shockblast" and "Shockwave" are interchangeable names. The reason why the Energon and Alternators lines used "Shockblast" is a legal one. Hasbro can't use just any name for their products, it has to be registered first with the proper authorities in order to protect the market. During the Energon line, another company already had the name "Shockwave", so Hasbro registered "Shockblast" instead.
3.) As explained before, Alternators is Western while Binaltech is Japanese. The main difference between the two is that Binaltech uses die cast metal (except one) while Alternators (and Kiss Players) are all plastic. Binaltech is aimed at a more mature collector, while Alternators are more like childrens' toys and more suited for play.
Opinions between the two lines vary, but here are the main pro's and cons:
Alternators:
+ Cheap and easy to get
+ More figures released
- No backstory provided
- Distribution sucks in the later waves
Binaltech
+ Die cast metal!
+ Highly collectable with bio card and story
- Hard to pose due to weight
- Paint chipping
4.) I'd go with Blurrz and say Jazz, especially via the process of elimination.
