The version listed there is pre-painted but if he follows the same pattern he has with previous creations, unpainted variants will show up in his store as well (assuming they haven't already and have already sold-out until he creates more).
This new head appears to be very G1 cartoon inspired with a bit of stylization in the form of longer antennae which are pointing out at a slight angle giving it a slightly anime look to it.
If interested in what's come so far from this seller, I highly recommend keeping an eye on his ebay storefront as he seems to be continuing his work of providing custom heads for both official TF and 3rd party TF figures from various lines.
