I think we have a fairly close battle here.
Both 'Bots are respected leaders of their combiner teams. They're both strong, well armed and full of stamina.
And this is why I think it would be a close fight. The energy, the endurance... it'd be amazing!

Perhaps Scattershot.
Considering he has the aerial mode, as well as the "third mode".
Perhaps Scattershot could defeat Hot Spot, but then Scattershot would be heavily injured.
And as Armada Wheeljack said, it'll be a close match, since both opponents are the leaders of a combiner team, as well as being strong and having a well armed arsenal at the ready.

it would be a close fight, and although hes one of my favourite team leaders ill have to vote against hotspot. both of them are high energy and hands on leaders, and neither of them would back down from a fight.
as good as hotspot is though, he seems more like a jack of all trades. he rescues people, fights decepticons, leads the protectobots on the front lines, and has to be able to think strategically in very tough circumstances. if hes fighting some decepticons and all of a sudden a building is damaged he has to be on top of it, and not only hold off the enemy, but figure out how to rescue the humans. no matter what happens he has to be on top of it
scattershot however is a much more focussed fighter. he leads the technobots, but his style mostly involves running into battle and telling the other technobots to follow him. he can cut loose and put aside other distractions.
hotspot is probably stronger and a natural fighter, but i think hed find it difficult to switch off and just focus on one opponent. hes too used to keeping track of everything, his troops, the enemy, the potential damage to the surrounding area. scattershot will have a speed advantage and his extra alt mode would all help out. in the end his killer instinct will probably score him the win.

Hotspot had a third mode as well.Most of the G1 combiners did.
It woulden have helped him much thou.

Normally, air power wins the fight, i.e. Scattershot. However, Hot Spot is very strong and hyperactive. He would probably shoot down Scattershot with a fireball (ironically), a water jet (fittingly) or a large, thrown object. Hot Spot edges this one magnificently.
