Now, before anyone calls bad match up, please hear me out.
I know at a first glance, this battle doesn't look promising, but I think it has potential...
Sinnertwin does indeed possess superior strength, endurance, firepower and overall combative abilities; however, Hound possesses greater intelligence and speed, not to mention he also holds the key ace up his sleeve: his hologram gun.
We're going to assume that Hound's aware of Sinner's phobia of small creatures. No doubt he'll use that to his full advantage, as Hound doesn't have the physical capabilities to directly assault the powerful Terrorcon.
But is it as simple as that? Hound using his hologram gun, scaring the life out of Sinnertwin, and finally coming up with a plan to defeat the Terrorcon?

For the record, I'm pleased to see that someone else came up with the idea of Sinnertwin's phobias being exploited by an opponent.
That being said, Hound is more than clever and skilled enough to pull this off, provided his goal is just to distract or mislead Sinnertwin (I'm sure someone here could come up with an interesting enough scenario). Of course, Sinnertwin (who's smarter than you might expect) is likely to see through that illusion sooner or later, so Hound had better have an exit plan.
In a battle of wits: Hound takes the prize, especially if he's feeling extra creative that day.
In a one-on-one battle: Sinnertwin. He's obviously vastly superior in every physical department (Hound is faster, but still relatively slow compared to many).

Hound has the edge in intelligence, skill and courage. He has his holographic illusion tech. As said above, he should be able to give Sinnertwin at least a little fright. If he can disguise his identity, Hound could appear as one or more powerful Autobots.
Hound usually makes a point of knowing his environment intimately. This could allow him to catch Sinnertwin in some kind of trap or ambush. However, Sinnertwin is a sentry who would be alert to danger. If he maintains concentration, he's difficult to fool. For Hound to win, he either needs to neutralise him quickly or wear him down slowly (elude him, let his fuel supply dwindle). A frontal assault wouldn't work, most likely. Sinnertwin's best hope is to focus and track Hound using any small clues available.
Hound often goes out alone, far from other Autobots. Sinnertwin tends to stay close to his Terrorcon team, guarding them and any other Decepticon installations in the area. Therefore, Sinnertwin is more likely to have backup nearby. Hound would need to be especially careful.
