It's practically a throwaway line. It could be used to explain why the AllSpark can bring everything to life, (Since it's all basically Cybertronian tech) as well as why the Cybertronians can interface so well with Earth tech. But neither of those are mentioned, and it's never brought up again.

And you base this on what, exactly? A race of sentient machines couldn't create themselves, but once created, like I said, it's all a matter of intelligence and innovation.
