You mean post a pic bigger than the attachment function will allow?
Upload the picture to an image hosting site (like Photobucket or ImageShack), and then use the [img] tags to show the pic in the thread, placing the url of the picture between the tags.
If it's a really big picture, though, I wouldn't recommend posting directly into the thread, as it'll screw up the layout of the board, and mean that everyone has to scroll across the page, as well as down... and this won't make you very popular. But you can still just post a link so people can click it if they want to see the pic.

Can the image shown using the URL code thing be bigger than 256 kb?

It can be any size the server allows, but it is advised to keep it smal, especially for the slower ones among us.

Yeah. To be honest, there shouldn't be any need to post a bigger picture than 256k.
Rule of thumb: if it's too big to fit on the screen without stretching the board, just host it offsite (like on Photobucket, as I said) and post a link to it. If you don't have a Photobucket account, I'd definitely reccomend it, since a single free account can host about a gigabyte of images, so you'll pretty much never run out of storage.
