The shredder is a a ninja master so he would win on one on one for sure, but who would win controlling an army?

Shredder and the foot ninjas from the 80's? They were even worse cannon fodder than the Cobra soldiers, and the subcommanders were laughable too. Any Cobra Commander wins easily.
Now if talk about the latest series' Shredder - then Cobra Commander has no chance.

I was talking about the 80's version..... but lets not forget all the mutants and Rock soldiers from dimension X shredder has too

Shredder (80s) could be crushed by tomax and xamot no need to get cobra comander into this

If S can't kill CC immediately with a hard blow or blade then CC shoots him. I guess that S can win but only if he's ready to fight straight away and not taken by surprise.
