I have effectively given up trying to understand American... esp. Texan politics.

But a lot of stuff has been in the NZL media of late about DP in Texas and how at one stage the Supreme Court stopped some execution.

I don't get it... it's either okay or its not, how can most of the states ban it but Texas no?
