I finally got to see it last night and loved it spades more than ROTF and even more than the first live TF movie. As people have said, better action, more fluid story, more character, and it didnt' have to worry about a robot-human balance.
The only problem I found was that all the foot soldiers were covered head-to-toe in bulletproof armour, but they didn't give the Baroness, who is more important to the organization, any type of protection. I understand why from an eye-candy POV, but as far as villain practicality goes, it falls short. But such a minor point.
The movie definitely won me over, and I was never a GI Joe fan before. Even the throw-in lines ("Knowing is half the battle," "Yo Joe," etc.) didn't feel forced.
There will definitely be a sequel. I read the news about it, but even if you hadn't, you know. The President is still being impersonated, plus Cobra Commander and Destro put their iconic masks on in the last five minutes (okay, Cobra Commander's was different, but it was a mask). They can't just throw it in at the end and expect that to be enough. People want to see Destro as Destro.
I saw Cobra Commander's identity coming, but I'd had it spoiled for me from reading the credits (Joseph Gordon-Levitt (?) as Cobra Commander). I didn't see it coming that he was the mastermind behind the experiments, though. I thought he hadn't popped up, and that the wheezing mastermind was Dr. Mindbender with a little "updating." (I can't remember if they had the flashback with Dr. Mindbender before or after the big reveal, but until that point, I thought that's who he was.)
Not a perfect movie, but definitely worth the money and a repeat viewing.

Zartan and Mindbender were played by Mummy alumni. O'Connor played Benny and Vosloo was the Mummy.

I read some things about the costume, and it seems the only thing he complained about was that it felt too elastic and restrictive, and he had to make every move very deliberate. He asked to bring a suit home to practice in before shooting.

Did anyone else notice that the actor playing Storm Shadow as eight years old (nine, whatever) was the really vicious kid from Tropic Thunder? That boy has skills! I'm looking forward to seeing what he plays as he grows older.

Concerning Cobra Commander's mask, I heard they didn't want to make it look like the cartoon version because it resembled a Klu Klux Klan mask and it would look ridiculous (I assume they're talking about the hood mask).

bot032 -- i was referring to 007 overthinking TROC. Sure it had minor little flaws, but waaay less than ROTF (which had shortcomings that brought the movie down a lot)
