Can't say I'm very familiar with TTM, but is it any different than retailer exclusive figures like here in the states? Are the figures fairly easy to obtain by people in that market at a reasonable/comparable price?
Think of it like this. Imagine if Hasbro and Takara were to put out another shared line together (like they have with both POTP and Siege), in which the majority of the figures would be sold at standard retail in Japan, while in Hasbro's markets, only half would go to Target and Walmart while the other half would only be sold by Hasbro Pulse from the line's onset, despite all of the figures being ordinary figures intended for normal retail. That's what's weird.
This is just a hunch, but this may be TakaraTomy tentatively acknowledging that the line is aimed more at older fans/collectors, who order online more. Also, don't online-only items have lower production numbers than their physical store brethren? That may reduce the risk of losses if a character hasn't sold particularly well in the past, or don't have high projected sales.
