Not if you accept the premise that Cybertronian tech is much more advanced than Terran tech, and their solar absortion devices would be much smaller and more efficient. Heck, look at what they did with Grapple's tower! Have a few of those, hidden, do it quietly, no fuss, no muss, you've got a nice little energy source that no one knows about!
Perhaps so but you forget in that episode where it says that the top of the tower is in another time zone so that sounds pretty big to me. You can't have it hidden so much as it will have to be in direct sunlight to absorb the energy and it will be lit up like a christmas tree... Decepticons ATTACK!!!

How is it possible for the base of a tower to be in one time zone and the top to be in another?

Don't ask me I always wondered that too but Devastator was as tall or taller than the tower so that would mean the same for him too.
The only other thing I can think of was maybe it was supposed to be a comment made to describe it like "holy crap that thing is huge", something of an exaggeration to say the least.

It was just another one of those lines that Spike should have been slapped for. See also "It's like Sherlock Holmes with floppy disks!" and "They don't call them DECEPticons for nothing."
