Re-constructed from what I understand. By the time the US reissue came out, the mold had a problem and they gave Jazz a weird grin to compensate. Encore seems to have corrected it.
Also, the reissues may be based off the G2 Jazz tooling of the mold. I don't remember.

Actually, the mold deterioration started with the G2 use of the mold, turning the smile into some weird grin, which was passed down to the Transformers Collection and Hasbro reissue versions. For his mold sharer Stepper/Ricochet however, Takara managed to fix or reconstruct the head mold for his reissue, which was used ever since. The TF Collection version has another problem, with the toy not lining up properly in vehicle mode. That was fixed for the Hasbro reissue.
Long story short:
Transformers Collection Meister
- Based on G2 version, with the narrow feet being the main indicator
- Original G1 weapons, though the second production run has Hasbro's versions
- Very deteriorated head mold, worse than G2
- Unable to line up in vehicle mode
Commemorative Series Autobot Jazz
- Retooled weapons, used in all later releases, including Encore
- line up problems fixed
Transformers Collection Stepper
- Restored head mold, used for Hasbro reissue and Encore
- Gold chrome weapons
Commemorative Series Ricochet
- Black weapons
Encore Meister
- Same restored head mold
- Hasbro versions of weapons
