Question: is this a good cement for ABS plastic?

I've only just started off into the realm of TF customization, and I have a question about plastic cements.

For my minor customizations, such as making Blitzwing's arms secure properly and making Voyager FoC Soundwave's disk-deploying gimmick work properly without putting needless stress on the figure, I have been using Oatey all purpose cement, for ABS and other plastics, to bind the parts.

Is this a good cement, will the parts I've glued hold well? Would it work for binding larger parts that will be taking greater amounts of stress? So far I've only used it to attach small tabs or sheets to the main figure, in out of the way places that are under very little stress.
